Delete Delivery Location
Delete a saved delivery address.
Refused with 409 delivery_location_in_use when a document is delivered to it: nothing in
the database ties the two together, so this check is the only thing keeping that document
from pointing at nothing. Deleting the third party deletes its addresses along with it.
